Why the official table does not claim a 1 MB rule
The official examples cited here establish smaller image ranges and a 500 KB ceiling for specified IBPS PDF certificates. They do not establish a universal 1 MB portal requirement. This page supports a user-selected target without attributing it to an authority that did not publish it.
Check the latest notice for your own application. If it allows 1 MB, the additional budget can preserve clearer text and seals. If it allows only 500 KB, a 1 MB result remains too large even though it looks better.
Keep a readable, reversible workflow
Start from the original each time instead of recompressing an already reduced copy. Repeated encoding can accumulate artifacts around letters and lines. Good lighting, straight pages and tight but safe cropping usually improve the result more than another compression pass.
LensUp’s result is best-effort. Save the original separately because PDF pages are rasterized and their text layer and interactions are not retained. The 1 MB copy is intended for visual upload, not as a replacement master.
